Catalyzing Growth

The government of Maharashtra, supported by GAME, has launched the Maharashtra State Entrepreneurship Mission (MSEM).

To promote job creation and economic development in the state, the Maharashtra government’s Maharashtra State Innovation Society under the Skills, Employment, Entrepreneurship & Innovation Department and the Global Alliance for Entrepreneurship (GAME) inaugurated the first phase of the “Maharashtra State Entrepreneurship Mission”. The first phase of the mission will be launched in the six districts of Nagpur, Thane, Ahmednagar, Amravati, Chandrapur, and Jalgaon. The aim of the mission is to create skilled human resources and entrepreneurs, ultimately contributing to global opportunities.

This initiative will also fortify the small, medium, and micro-enterprise sector in Maharashtra, which plays a crucial role in India’s development.

From schools to businesses, we roll out foundational curriculums, pertinent skill training, and mentorship. Special emphasis is placed on women entrepreneurs, providing them with tailored financial tools and resources, while our focus on emerging sectors opens new avenues for enterprise.

Our goal isn’t just resource allocation; it’s about creating an enabling environment. We’ve streamlined business regulations to ease the entrepreneurial journey, and with the backing of robust infrastructural support from both government and private sectors, we’re setting the stage for a vibrant entrepreneurial ecosystem.

Age 14-15: Provide Entrepreneurial Mindset Curriculum (EMC)
Age 16-21: Provide EMC with seed capital to help students build their own business.

Help them understand about Green entrepreneurship and provide seed capital to help them start their own business.

Women Entrepreneurs

Provide access and enablement to credit and make them financially literate by working with N(S)RLMs

Sunrise Sectors

Franchise model - Develop business archetypes to create thousands of new enterprises in sunrise sectors like solar, climate and agri-entrepreneurs.

Focus on a district as a unit

Bring together all the resources needed in the district to make it a vibrant entrepreneurship ecosystem & create customize interventions and programs to suit it.

With which the needle can be moved – start off by working on problems which when solved will get acknowledged by entrepreneurs.

Imbibe Local ownership

Get the local stakeholders to own the growth agenda for their district and become involved in planning and charting the way forward.

Communicate all growth

Communicate all growth events broadly, celebrate success. Create role models and influencers in the local ecosystem by celebrating growth.

Local non-entrepreneur stakeholders

Engage local non-entrepreneur stakeholders to invest resources in growth. Integrate them in the growth agenda – as mentors, experts, by providing interns, by participating in celebration of growth etc.

Phased Approach

Horizon 1

  • Launch 6 district pilots
  • MOU sign with different ministries, announcement and launch of the program
  • District level capacity building
  • Operationalize SEM validating the design of the program and create back-end web portal prototype for district pilot
  • Mobilize SEM through setup of PMUs and committees
  • Review outcomes across the districts and make necessary design changes

Horizon 2

  • Scale Horizon 1 submissions across 5O% of Maharashtra districts
  • Operationalize SEM and revitalize DICs across these districts
  • Launch, Ease of doing business, Access to finance through NBFC and other programs of choice
  • Collect feedback from all stakehold­ers involved and make suitable program changes

Horizon 3

  • Launch 6 district pilots
