The Core Challenge: “Fit-for-Purpose” Capital

GAME’s extensive work with digital platforms, such as Amazon Saheli, has revealed that access to “fit-for-purpose” capital is the primary constraint holding back the growth of women collectives. While digital platforms offer market access, women entrepreneurs struggle to scale because traditional financing options do not align with their unique business realities.

 

Why Existing Capital is Insufficient

The study highlights significant gaps in the current financial landscape that necessitate an innovative approach:

  • Misaligned Commercial Products: Existing commercial financing often has limited uptake due to rigid underwriting criteria, repayment structures, and terms that do not match the cash flow cycles or business maturity of women collectives.

  • Barriers for Financiers: On the supply side, debt providers (banks and NBFCs) face hurdles related to high customer acquisition costs, risk perception, and operational inefficiencies in tracking repayments for this specific segment.

  • Need for “Wrapper” Support: Capital alone is not enough. To make financing viable, it must be bundled with non-financial support services—such as investment readiness and capacity building—that prepare collectives to absorb and manage external funds.

The Proposed Solution: blended finance or innovative capital access

To address these market failures, GAME is exploring a “Blended Finance” model that combines different types of capital to create a scalable solution:

  • Layering Capital: The proposed framework involves layering concessional capital (like grants or credit guarantees) with commercial capital. This structure de-risks the investment for commercial lenders while making credit accessible and affordable for women collectives.

  • Embedded Finance: The goal is to design a facility for embedded financing, where financial products are integrated directly into the platforms or ecosystems where these women already operate, streamlining access and reducing friction.

Strategic Objectives

The innovative capital strategy aims to:

  1. Diagnose Unmet Needs: Deeply understand the financial behaviors and exact “end-use” of capital (e.g., working capital vs. asset purchase) for women collectives.

  2. Bridge the Gap: Create a blueprint that connects women collectives with willing debt providers (banks/NBFCs) and philanthropic donors through a structured, risk-mitigated facility.

  3. Scale Impact: Move beyond small-scale pilots to a “Serviceable Market” solution that can be adopted by a wider network of stakeholders.

Outcomes we plan to track

  • Availability of “Fit-for-purpose” capital helping to retain and grow in markets

  • Finding a right fit product Integrating with Embedded Finance: Financial products will be integrated directly into the platforms and ecosystems women already use to streamline access and reduce friction.

  • Creation of a Scalable Blueprint: The initiative aims to build a structured, risk-mitigated facility that successfully connects women collectives with debt providers and philanthropic donors on a “Serviceable Market” scale.

  • Removal of Structural Barriers: Ultimately, the strategy is designed to subvert the systemic obstacles that exclude women collectives from formal finance, allowing them to capitalize on the digital economy.

By moving towards this innovative, blended model, GAME aims to subvert the structural barriers that currently exclude women collectives from the formal financial system, ensuring they have the fuel required to capitalize on digital market opportunities.
