Maharashtra – District Entrepreneurship Mission

GAME has partnered with the Government of Maharashtra to drive the District Entrepreneurship Mission, transforming the state into a job creators’ economy.

Official Launch and MoU
Launched by the Hon’ble Chief Minister in October 2023, the program gained momentum with a November 2025 MoU between the Department of Industries, Energy and Labour (DIEL) and GAME. This partnership strengthens MSMEs statewide through district task forces, sector action groups, accelerators, growth pilots, and support for green and women/youth entrepreneurs.

Digital Modernization and Monitoring
The program modernizes district industrial centers with digital platforms. Progress is tracked via joint KPIs, with Maharashtra providing policy leadership and GAME delivering secretariat expertise, market linkages, and capacity building.

Nagpur Pilot: First Phase
The Industries Department, Maharashtra State Innovation Society (MSInS), and GAME pilot the mission in Nagpur. The Nagpur Entrepreneurship Mission (NEM) builds local networks and trust through joint action, targeting Vidarbha’s MSME ecosystem for inclusive, sustainable growth.

Nagpur Task Force and Sub-Groups
A 12-member district task force of entrepreneurs and influencers shapes Nagpur’s 5-year vision. Sub-groups, backed by industry and institutions, focus on:

● Youth Entrepreneurship
● Electronics Sector
● Food & Food Processing
● Green Economy
● Rural & Agri-Allied Industry

Led by our Nagpur team, these efforts identify champions, onboard stakeholders, map opportunities, and catalyze entrepreneurship-led growth.

Our pillars of DEM:
Coalition in Motion: A strategic coalition of 30+ leaders from industry bodies, private sector companies, academia, leading banks, and local media now drives a unified entrepreneurship agenda. Monthly sprints translate shared intent into real execution.
Entrepreneurs Mobilized at Scale: Over 500 entrepreneurs are part of peer cohorts and pilots tackling market expansion, digital adoption and operational excellence.
New Growth Pipelines Emerging: 30+ youth-led ventures are solving live MSME challenges in design, logistics, and technology. The district is also aspiring for India’s first plant-based protein cluster and planning a women-led industrial park, inspired by Hyderabad.
Driving Entrepreneurship Aspiration: Through partnerships with local media, success stories of ordinary entrepreneurs are being celebrated, making entrepreneurship desirable and a source of pride once again.

● Teaching Learning Community (TLC) – Nagpur Chapter is empowering Nagpur’s entrepreneurs with a community-driven knowledge-sharing model that focuses on learning and scaling together.
● EkStep Foundation’s Digital Public Infrastructure (DPI) pilot for the Electronics sector
●Sector specific diagnostics & convening to identify business accelerator program enabling faster growth

Key Interventions

  • Entrepreneurial Landscape Mapping: In-depth diagnostic based on interactions with 150+ stakeholders and consultative workshops with 70 entrepreneurs.
  • TLC Accelerator Pilot: Senior entrepreneurs from Pune and Nashik mentored ~100 growth-oriented MSMEs in Nagpur. Over 1500 MSMEs across 9 districts have benefited from TLC to date.
  • Government Scheme Facilitation: Collaboration with DIC Nagpur and Lemon Ideas for CMEGP strengthening. 125+ entrepreneurs supported.
  • Youth Engagement: Entrepreneurship mindset curriculum delivered in 30 government-aided schools by Udhyam Learning Foundation, reaching 1000 students. 40 student-led ventures showcased at a district-level expo.
