The ‘jobs’ challenge
Traditional methods of job creation in India (e.g. white collar jobs, high-growth start-ups, and self-employment) are unable to keep pace with the number of youth entering the workforce. Mass enterprises (MEs), firms with 5 to 20 employees, a common lever of job creation in many countries such as USA, China, Bangladesh, is significantly underutilised in India.
In Aug 2018, influencers and prominent organisations in entrepreneurship development identified the need for a national-level organisation to mainstream and build a thriving ecosystem around mass entrepreneurship.
The ambition of the Alliance is to create 10 million mass entrepreneurs by 2030, half of whom will be women.
GAME operates through partner organisations, across policy, civil society, academia, and private sector, who will generate fresh insights, opportunity zones, new ideas, innovative technologies, and scalable actions. We firmly believe that solving hard problems requires collective effort, and the Alliance will exist to guide and enable collective impact.
The Alliance encompasses three core groups: Alliance members, Taskforces, and the Secretariat.
Alliance members are those working directly with entrepreneurs, and will be primary beneficiaries of the Alliance.
Taskforces are multi-stakeholder groups continuously generating new actions – both local and national – that can grow mass entrepreneurship on the ground.
Secretariat is a support organisation: advocating for common goals, facilitating discussions, enabling collaborative action, and mobilising resources towards ME.

GAME’s work in Ease of Doing Business (EoDB)
India’s 60 million+ MSMEs operate in a complex regulatory environment with an onerous compliance burden, leading to a vicious cycle of low productivity and informality. To tackle this, GAME’s EoDB taskforce has partnered with the Government of Punjab on a 2-year journey to transform Punjab into a ‘lighthouse state’ for enhancing EoDB for Micro, Small and Medium Enterprises (MSMEs) in the state, by simplifying, digitizing and decriminalizing the compliance landscape.
The project will begin with an in-depth study of the EoDB landscape in Punjab, followed by implementation of mutually agreed upon reforms in order to transform the business environment on the ground and categorise Punjab as one of the top performing EoDB states as per the Department for Promotion of Industry and Internal Trade’s Business Reform Action Plan (BRAP) rankings.
This initiative is supported by Omidyar Network India (ONI), an investment firm focused on social impact.
The Senior Manager will be part of the Secretariat team, supporting both the Ease of Doing Business (EoDB) Taskforce and the Alliance.
At a minimum, we are looking for self-motivated individuals based in Chandigarh with at least 4 years of experience and a bachelor’s degree from a top tier university. Prior work experience with government functionaries will be preferred.
The Senior Manager should possess superior stakeholder management skills, an ability to connect the dots, excellent problem solving and written and verbal communication skills.
They should be able to adopt a ‘do what it takes’ approach to deliver on GAME’s impact goals. They should be inspired by and thrive in a collaborative, fast-paced, and continuously evolving environment, function independently when needed, with a deep personal commitment to both our proximate (e.g. Alliance organisations) and ultimate partners (e.g. potential or existing entrepreneurs).
The compensation offered for this position will be highly competitive by non profit standards.
Manage and own relationships with mid-level government officials
Support and manage EoDB Taskforce members to ensure timely execution of deliverables
Continuously engage local entrepreneurs to understand their EoDB challenges and seek feedback on GAME’s initiatives to help the taskforce make robust decisions
Build an in-depth understanding of Punjab’s MSME landscape and ecosystem to identify high leverage opportunities for collaboration
Ensure timely and high quality execution by the on-ground implementation team
Support important stakeholder meetings, both internal and external
